special circumstances.

For instance, a Cantonese

might preferably be sent to Canton instead of to Shang-

hai and in other cases of a similar nature the HongKong

Authorities might endeavour to conform with the sug-

gestions which would be made to them by the Police.

Sir E. Grey would be glad to learn if Lord Crewe

concurs in these proposals.
